A few years ago, changing jobs in Qatar was almost impossible without a No Objection Certificate (NOC) from your employer. That changed with the labour reforms of 2020. Today, most private-sector workers can move to a new employer without their current company’s permission, as long as they follow the official process and serve the notice period.
This guide explains the rules, the step-by-step process and the mistakes to avoid.
Do You Still Need an NOC in Qatar?
In most cases, no. Workers covered by the Qatar Labour Law can apply to change employer through the Ministry of Labour. Your current employer is informed, but cannot simply block the move.
There are some exceptions. Certain government, semi-government and sensitive jobs may still need approval or follow their own rules. If you work in one of these sectors, check with your HR department or the Ministry of Labour first.
Notice Period Rules
| Time with your current employer | Notice period |
|---|---|
| 2 years or less | 1 month |
| More than 2 years | 2 months |
Your contract may say something different, so read it carefully. If you are still in your probation period, special rules apply. In many cases the new employer has to compensate the old employer for part of the recruitment cost, so discuss this with your new company before you apply.
Step-by-Step: How to Change Your Employer
- Get a written job offer. Check the salary, job title, allowances, working hours and probation terms before you accept.
- Check the new employer. Make sure the company is properly registered in Qatar and can legally hire you for that job.
- Fill in the Change of Employer form. Download it from the Ministry of Labour website. You and your new employer both sign it, and the new employer adds the company stamp where required.
- Submit the application online. Upload the signed form on the Ministry of Labour e-services portal using your QID number and the mobile number linked to your QID.
- Wait for confirmation. You will usually receive an SMS confirming your application. The notice period starts from the application.
- Serve your notice period. Keep working normally for your current employer until the notice period ends.
- New contract and QID. Your new employer authenticates your contract with the Ministry of Labour and requests your new QID from the Ministry of Interior.
- Start your new job. Only start once the transfer is complete and your records are updated.
What You Are Entitled to When You Leave
- Unpaid salary up to your last working day
- End-of-service gratuity if you worked at least one year (at least 3 weeks of basic salary for each year)
- Payment for unused annual leave
Mistakes to Avoid
- Do not stop going to work before your notice period ends. Your employer could report you as absent (absconding), which can cause serious problems.
- Do not start the new job early before the transfer is approved.
- Keep copies of everything: the signed form, the SMS confirmation, your contract and payslips.
- Never pay a “transfer agent” who promises to speed things up. The official process does not need middlemen.
What If Your Employer Creates Problems?
If your employer refuses to pay your dues, holds your documents or files a false report, you can submit a complaint to the Ministry of Labour. Labour disputes can be handled by the Labour Dispute Settlement Committees. Keep all documents and messages as evidence.
